Also highlighted advocacy opportunities given cuts to federal funding to beneficial infrastructure and programs. October 1, 2025The discussion highlighted the RFATS Safety Partner meeting and public input meeting on Safe Streets 4 All. The roundtable focused on citizen concerns: about the design of the Pennies 5 project design of Highway 21 in Fort Mill, with a solution being that the design be changed to match the Town of Fort Mill Overlay design and also have a lower speed limit than the exception that York County approved; and about speeding in The Crossing subdivision in City of Rock Hill near Northwestern High School with kids biking to school.Notes

May 13, 2025People introduced themselves as new and returning residents, planners, community organizations, academia, and consultants from York County, Fort Mill, Rock Hill, Tega Cay, York, and the state. Discussed comp plan updates in Fort Mill, Rock Hill, and Tega Cay – with public input opportunities available there and at RFATS public hearing. Summarized rails-to-trails initiative as progressing slowly, and decided to call a strategy meeting to determine next steps. Discussed needs, successes, and opportunities to make routes to York County Schools safer for walkers, bikers, and rollers, noting schools in York County are proven to have a very large number of walkers when they are more safely accessible.Notes
April 2, 2025Discussed public input opportunities including Tega Cay and Fort Mill’s comp plan updates and the RFATS 2055 long-range transportation plan draft, and suggested possible data sources to help inform these plans. BPC will investigate a York elementary school lacking a short section of sidewalk to see if we can support so kids can walk/roll safely to school. HEAL (Healthy Eating Active Living) York County workgroup has funds to spend by June. March 5, 2025This was the first of our two planned in-person BPC meetings this year. Thanks to Tom Bell for hosting us at the amazing Rock Hill Sports and Event Center. We wish him well in his retirement, are grateful for the huge contributions he has made to the BPC and outdoor recreation in Rock Hill and York County throughout his career, and ask him to keep connected with the BPC. Our roundtable discussion covered the status of the Tega Cay comprehensive plan, Carolina Thread Trail NC State Line to Fort Mill feasibility study, and rails to trails effort. We also talked about funding opportunities, people who might be interested in BPC efforts, and potential future in-person meeting spaces.Notes
February 5, 2025Baronak shared the final steps of the Carolina Thread Trail feasibility study and offered to present findings at future meeting. He also noted the recent York County rails to trails strategic partnership. New Tega Cay Elementary School bike/scooter safety developments include a planned TCPD video and expected Sept. 2 or 3 dates for rodeo at which Duda asks for BPC volunteers. Micheli invites all to Healthy Eating Active Living (HEAL) workgroup meeting on Feb. 12. We discussed Tega Cay and Rock Hill updating their comprehensive plans and the ped/cycling accident data that can inform the plans. We also discussed funding opportunities, infrastructure improvement needs, and Yaffe’s participation in the Transportational Regional Board conference.Notes

December 4, 2024Began with intros of York County residents and professionals from city and state government, agencies, university, nonprofits, business, and coalitions, most returning but at least one new participant. Palmetto Cycling Coalition shared about its educational webinar series, and plan to interview BPC member (Duda); participants then brainstormed potential messaging for Duda. Discussed importance of tracking and understanding local pedestrian/cyclist/scooter accidents as key input into planning and local initiatives, and potential resources. October 9, 2024RFATS consultant Bolton & Menk presented the RFATS Bike/Ped Plan Update deck to the group including the process, timeline, and information, and solicited feedback on the goals, vision, and regional bike/ped network. The group brainstormed on the goals (with strong focus on safe connectivity for pedestrians and cyclists and considering intermodal connections and e-bikes, as well as GPS and a GIS overlay). Suggestions for improving the planning process include more visibility into transportation policymaking and funding allocation (hybrid, publicly posted meetings). Followups include BPC members and network asked to take and share the public survey, providing feedback on the map, recommended policy actions, and criteria. Municipalities are asked to share GIS data related to planned and existing walk/bike infrastructure, and comment on map to ensure your jurisdiction is correct, if you haven’t already.Notes

November 1, 2023The Carolina Thread Trail executive director shared the background and next steps on our York County Rails to Trails efforts, including the goal of meeting with local leaders over the next six weeks. Fort Mill Township residents discussed their Safe Routes to School advocacy efforts to Fort Mill High School and discussed next steps with the coalition. Other updates covered the Carolina Thread Trail feasibility study for extending the trail from Sugar Creek through Fort Mill and Anne Spring Close Greenway to Rock Hill and Lancaster County; a Rock Hill trail from the river to downtown; Catawba Bend park’s “first mile” effort; and Rock Hill School District’s Walk and Talk Thursdays.Notes
October 4, 2023A resident identified a need to improve safe walking and biking access to FMHS and BPC brainstormed about steps. Updates from RHPRT covered multiple events and outreach efforts. RFATS updates included the Tega Cay Pedestrian Safety Study and growth expectations for panhandle of York and Lancaster Counties. September 6, 2023Gretchen Benner led the update on the Fort Mill Trail Master Plan and the Safe Routes to School (FMHS)  that she and community members are advocating for. Jason Flora led the York County rails to trails-effort update. BPC members discussed opportunities to advocate – for making roads safer for pedestrians, cyclists and rollers – with York County Pennies for Progress and the RFATS Policy Committee. A Fort Mill-area resident got feedback on how to effect action to ensure streets linking community spaces (FMHS, Baxter Y, Baxter trails, downtown Baxter, Catawba Park) are made safe for pedestrians/cyclists/other rollers. December 7, 2022After introductions and people news, participants shared upcoming events including that the Palmetto Cycling Coalition’s 2023 BikeWalkTrails Summit would be held in Newberry, June 8-9, and Smart Growth America is offering an exciting Complete Streets Champion training opportunity for state legislators (apply by 12/22). We brainstormed with and gave history to a resident who shared his hope for more cycling trails to be established and his push for rails-to-trails; a small group will meet again to discuss best approach and next steps.
